they run on the model of companies paying people to make content to show on their channel or streaming site

if you mean specifically the US government, its because they believe the free market will correct itself and government funds are not needed
whereas france and canada do pay for animation studios at national expense because they feel like local studios need help to compete internationally

The real question you should be asking is why do they always feel the need to use high budget celebrities instead of dedicated voice actors. You'll see a film with a budget of $500 million and 95% of it was spent on the actors giving a 6/10 performance.

The theatrical kid's stuff, sure, but I think the issue is that people would see the animation being produced on their tax dime and think "What the absolute fuck is this dogshit? My money is going to making this utter fucking swill? Fuck that, I'm going to go vote for the biggest Isreal-deepthroating Republican possible just to ensure that my tax dollars will never go to this kind of garbage ever again!"
That said, some states DO fund animation, I personally have networked with multiple non-profits in my state (Massachusetts) who exist entirely to fund the arts, usually with money donated by businesses, state-backed grants, and the wealthy.
A lot of it is obviously just done as a way for companies to get tax breaks, but hey, it goes to some programs for the arts and some decent non-profits, so it's at least better than them just hoarding money to pay out to their investors via dividends so line go up forever.

if he is asking if US cartoons are actually bankrolled by other countries, thats factually untrue with most cartoons being made by american companies
if OP is asking if why the US as an institution doesnt pay for its animation industry, its because studios are large enough to not require government assistance

the one exception is canadian cartoons, which are paid for by canada and then exported to the US
and this is a result of canadians choosing to prop up the animation industry with subsidies and this results in dirt cheap canadian cartoons that US stations will buy for cheap to pad out their schedule

That's the irony of it all. As a whole, American animators are very left-leaning, and are against nationalism, except on the issue of their own pay. They'll try to reframe it as an issue of being anti-exploitation, as if they're looking out for the interest of others. But outsourcing is what allowed other countries to develop their own industries and raise their standards of living.
