MK I Sweepers collected scrap metal and were big and slow. If you got caught up in one you were likely close to being scrap to begin with or too stupid to function. Chop-Shop was a Chop-Shop, it didn't exclusive cut up bots, it processed any scrap. Some scrap might be dead bots, or maybe living ones, but the latter was only rumor amongst outmodes.
