For the Nezumi & Nezumi mysteries, there's very few options if it comes to being a character that's shown and people in town. Nii can't be Nezumi from the eye issue, but he was conspicuously absent during the raid on the Bronze Madam where the Master was, and Nii as Ishida's trusted lieutenant could reasonably misdirect or hide evidence to "deal" with Ishida, so Nii = The Master is a possibility. The Chief being the Master feels too convenient and an anti-climax to the reader, big angry chief that you don't like and interferes with Ishida and Usagi is also the super secret big bad. Nii also would have had easy access to murder Daida in prison. My bet for Nezumi if it's someone we've seen is Ishida's wife. She has the cheek tufts, body shape and availability since Ishida's away from home whenever he runs into Nezumi so would unlikely to be noticed as missing. She'd also have a reasonable motive, she could have decided to take the law into her own hands, especially after her child's death and witnessing her husband's earlier corrupt bosses preventing justice.
