It did serve to establish that Wally West is indeed the Flash and that he is here to stay.All these events shook up the status quo for the heroes and even if you see them just as gimmicks to boost sales they are far more fun than doing another Batman being Batman story and Superman doing Superman stuff. I love how they gave us edgier Batman and Cyborg Superman for the time being. We would eventually get our Batman and Superman back but for now enjoy the 90s' excess. Green Lantern sales were abysmal so they did something more drastic. You can see the destruction of Coast City as a metaphor for Hal Jordan's world shutting down. DC wiped the slate and Green Lantern series got so small that it was very symbolic to shrink it down to one new Green Lantern.
