The book's plot is simple: Butcher has become a monster who sees an honorable man and does everything in his power to corrupt Hughie into being just like himself so he can tell himself all it takes is circumstance, power, and knowing the truth. Butcher dies with a smile on his face at the end because he finally made a murderer out of Hughie, even though he had to lie to do so. In Butcher's mind, he won because he can tell himself anyone could become like him.That's the story, everything else is window dressing. And it's still a more nuanced concept than most cape books manage. You can reread the book and see what Butcher was planning from the beginning because there is no solid reason to recruit a wimp idealist with no tactical skills to The Boys. None. Homelander is an antagonist, not the villain. Stilwell is diabolus ex machina at best. The world's terrible, true, but this is a story about Hughie not Butcher (even given the asides about him). The man who refused a government payout has to be lured into hate and revenge.
