Hawkgirl was included because Cartoon Network execs wanted a second female in the lineup. They already had two non-whites (Green-John Stewart-Lantern, who was also chosen to appease CN execs, and Martian Manhunter). Timm and Co. chose Hawkgirl over Black Canary, Vixen and Zatanna I guess because she presented more interesting story possibilities.
