Featherweight is one of those characters whose so bad we're in an area of the modern culture war where both sides complain about the same problem from different angles. That's gonna be your starting point if you're legit.What is that problem? I imagine an internal conflict between different factions of the League of Shadows taking place in Gotham and Bludhaven, with the femboy accidentally leading one of the groups. That would be interesting. The outfit can appear later, just put the character in interesting situations first.

Eccentric teens have been dressing like this for decades. I knew kids in high school in the 00s who dressed exactly like this. The raver/weeb crowd, and also the emo crowd if she swapped the pink out for red. My fourteen year old niece has friends who dress like this. This wouldn't be an unrealistic look even in a grounded, realistic comic, let alone a fucking DC comic where weirdly dressed criminals, vigilantes and even government employees are everywhere.

An interesting transgender superhero take could focus on the sometimes ignored public-persona/celebrity part of the superhero metaphor that's usually ignored to focus on superheroes as metaphors for cops or revolutionaries or what-have-you. Someone who saves hundreds of lives, publicly going through a transition, would garner alot of attention and lead to them going through some interesting shit as a result.
