It's been his thing the entire strip, he's the straight man to bounce the crazy off of, but he initiates fairly little, and he has almost nothing in the way of skills or drive, let alone developing any. He didn't become any good at administrative stuff at his office bitch job or the library, his band went nowhere, he barely pursued romantic attachments so the plot just drops them in his lap instead, (literally if his pose in the "you're beautiful" comic led to the logical next step of Claire plopping his his lap). He's just constantly around other people who are doing things for him to react to. Even this coffee shop shows how lame he is as a person. He acquired this space due to his status as consort of The Librarian, not his own skill, and he hasn't had the drive or skill to fill it with 90% of the things a coffee shop should have. Jeph sure doesn't care about the space, he cares so little about it he doesn't even draw stuff on the counter. Currently it solely exists to be a place Marten bounces off of other characters that isn't a home.

He's recently become somewhat centered again with CubeTown and Liz, but he's all hollowed out. I think at least in part because music was his main actual passion, and Jeph no longer cares for it, it's virtually absent from the comic after being a mainstay early on.I kind of wish he and Hannelore had gotten together and ridden off into the sunset, free from experiencing the comic's decline.
