Love The Legion of Doom and DC villains in general, so lets talk about them. I'll start: Anyone else find it weird that DC has 3 radioactive skeletons that are completely unrelated? We have Doctor Phosphorus (Batman), Atomic Skull (Superman), and Blight (Batman Beyond). Should one or two of them be retired, or is it fine?
Cool concept. You get to science up an evil skeleton ghost. We need more radioactive skeletons not fewer.

Plenty of ice-themed villains, you just have to make them different somehow. Easiest change is to make Atomic Skull purple instead of green (he's already like that a lot of the time, but I know the DCAU made him green instead for whatever reason). As for Blight and Doctor Phosphorus, being in two different times should be enough to keep them separated too. Hell, you could link them together. Maybe Blight's running experiments involving Dr. Phosphorus' research or something.

I think it was a neat idea in Creature Commandos to give Doctor Phosphorus henchmen that wore the same neon skull paint faces as the gangsters in Joel Schumacher's Batman. That could be a regular canon thing.Which speaking of gangs, how is Gotham divided up among the organized crime families these days? You got the big names like Black Mask and Penguin for example, then the smaller crews such as Two-Face, Ventriloquist, and I guess Dr. Phosphorus.
