Maybe they don't consider being The Prince and actual political job until he's actually promoted to being the king and he doesn't have the best relationship with his mom. Or at least they consider him not to nationalistic well just being Prince.

The answer is don't think about it too hard.
The writers couldn't figure out if the United Forces were supposed to be a UN like military organization or were just Republic City's military under the command of the council.
