The reactionary being horrified at the realization of his fantasies is intentional obviously, "wow my entire life philosophy and all my fantasies seems pretty evil actually!" If there is an issue it's that there is no alternative. Moore goes on about the evils of the Fascist superhero pretty well but despite being an Anarchist never presents any sort of populist alternative. That masses of the public are still just peons left at the whims of the ubermensch in Watchmen. I wonder if being an anarchist, a hyper individualistic philosophy, has something to do with that.
