A lot thing were NOT always meant to be. It was a "snowball" style of writing where they took care that they weren't contradicting themselves and that things felt AS IF they had always been meant to be so. Possible because small team (2) with mutual respect.

No. Rusty's nose points down whilst Monarch's points forward (and is arguably longer), they don't have the same chin and Monarch definitively is not bald. In fact, they made a point of this in Radiant is The Blood of The Baboon's Heart in that Monarch was spliced with 2% Baboon DNA to prevent the inherent premature balding in Rusty's DNA. Which is why he still has a full head of hair, is highly aggressive and probably why he has super long eyebrows and a big dick.
