The renumbering genie was out of the bottle with Heroes Reborn, Heroes Return and Marvel Knights, and had resulted in a big sales spike every time, and this was a big move to bring in John Byrne as a star talent to turn around a line of books that had been underperforming for the previous few years.

It was all a terrible failure, but the reasoning behind most of it was at least understandable.

He already had his hands full with Avengers, Iron Man and Thunderbolts, signing a star talent who's leaving DC is going to be easier than the internal conflict you could cause trying to abruptly pull a writer off books in one corner of Marvel mid-run to move him elsewhere. A genuine star artist is usually more of a sales draw than a writer anyway, as much as Marvel like to pretend otherwise.

Byrne was still seen as a bigger name even if his star had fallen during the 90s. It's just that he hadn't had a comic that had a really large negative reaction till Spider-Man Chapter One. Wonder Woman and the Genesis event came close.
Busiek was also having health issues at the time and was still working on Avengers and Iron Man (and I think Thunderbolts? I can't remember when he left it). They might've asked him and he declined, or they might've asked Byrne first because they wanted to get a big project out of him.

This adds another layer of complexity to the High Evolutionary thing. Clones are real, you can't make a virus to turn somebody into somebody else, unless you're turning that person into Carrion or Aunt May, and you don't get to implant memories with the latter.

Heroes Return I didn't like that they relaunched with a new #1 (they could've just gone back to the old numbering easily) but I tolerated it because I liked the books at the time. Daredevil's relaunch was pushing it, to me, and Spider-Man's relaunch I thought was a bad idea (they should've just kept ASM's old numbering while relaunching Peter Parker: Spider-Man)

It's funny how most readers agree that Spider-Man shouldn't have stories with magic, usually they don't work. But it seems like Marvel hasn't been aware of that since the 90s
