It also goes on paying for music and shit like that so they can do 3 mins of Mark flying around simple backgrounds with music playing to pad out the episode. Again, this isn't unique or abnormal (Family Guy would do 2-3 mins of Conway Twitty for example, then would make jokes about how they used him because they couldn't be arsed to write jokes).tl;dr none of this is unique to West or East and budgetary demands decide where the money goes and no company wants to spend more than they have to. If they can get away with covering Thaedeus mouth in the recorded video so they don't have to animate it moving for 10 seconds, they will. Same as anime will do a 'backshot' of protags (often female characters) and put a bit of detail into their buttocks so you look at that and not notice that nothing else on the screen is moving, it's a static image to save on animation costs.
