And given that Star Trek is set hundreds of years future you could probably fit a loooooot of non-rendered data in a computer. In theory you could probably tunnel down thousands of layers of simulations before things started to notably degrade, because the Holodeck wouldn't have to be actively rendering most of them.

The computer can at LEAST run two totally separate things at once, which probably explains how they can get by with only a couple holodecks.
in tng we see the holodeck supposedly perfectly simulate brilliant minds of the past, and even some currently living onesand further on in voyager, we see holograms 'become solid' and live outside of the holodeckat that point, why does the federation need to put fleshy beings in harm's way ever again? just send ships out across the cosmos completely ran by AI with hologram ambassadors

He "leaves" the holodeck into the rest of the "ship", then challenges the cast to figure out how he did it, so he apply whatever solution they come up with in the real world.There's a neat clue that the Enterprise they're on is part of the holodeck: there are no establishing shots/scene breaks showing the outside of the ship during the trick.
