They're focused on basically nothing but just finding a mate and rearing children, with zero regard to planet conquering. Hell, Thragg's order to not raise suspicion and integrate probably only served to speed up the process.There's a good case to be made that, even though they have other Viltrumites to interact with, their goal of just truly living on Earth for the time being means that they ironically have less pressure from the Viltrumite Empire by having Thragg personally be there and telling them to fuck than Nolan did by carrying the mission in his heart.
