They DID have a game plan. Netflix made them cancel it.
The original pitch for Stranger Things was as an anthology show. The reason that the first season feels like it didn't need a sequel is because it was never intended to have one. Season 2 onward of Stranger Things was supposed to be a completely different set of characters in a completely unrelated situation each season, with MAYBE the occasional easter egg that would briefly mention Hawkins Indiana if they wanted to be cute about it. Maybe storylines could cross over later, but that was never the goal at the start.

But then Stranger Things S1 got *super* popular, and Netflix refused to kill a golden goose so they changed up everything to make more of the same. I'm convinced thats why Eleven went off and hung out with those punks for no reasons in season 2: I'm guessing that they were characters that were supposed to be the focus of what season 2 was originally meant to be, and so they got 'salvaged' into a minor role that no one cared about that mostly just wasted them and was offputting to everyone else because it was so unnecessary.

But there can't have been a long term plan from the start, because we were never supposed to go back to Hawkins Indiana or the Upside Down. This is also why they used kid actors in season 1 which became a problem later: they were never supposed to be following these characters long enough for the age progression to become a problem.
