You could tell they were stretching the budget by the end. Or they didn't have the time to give it proper polish. Some of the lightsaber fights in those last two episodes felt unfinished and the strikes weirdly floaty and lacking any impact. Vader's attacks felt like he was barely tickling them sometimes, it didn't feel like he was there was kinetic energy and momentum. It felt like they've spent most of their time animating the Maul vs Devon & Daki fight and the train fight.
