Aren't there multiple comic issues about Bruce hiring former goons, putting them through college, and then employing them at his company and various subsidies?There are unlimited goons in Gotham though. You can't walk two steps without someone walking up begging to goon for you.The goon economy is the only thing in Gotham that is still booming (apart from the guy who sells abandoned warehouses). No matter how many of them Bruce tries to employ, no matter how many he saves from the goon lifestyles, there are just ever more goons.
