Slott addressed it in an interview after he killed him and made Phil the new Hobgoblin, he said once the mystery was over there was nothing interesting about Kingsley and nobody had wanted to use him in years outside of DeFalco's Spider-Girl AU, so he tried to replace him with a new Hobgoblin who proved different enough to Norman that he'd get more usage. Fans didn't want Phil to be a villain, but he was showing up in a lot of different books, but Spider-Man fandom has a lot of 80s kids and Hobgoblin was their first big bad, there was a lot of fan anger about Slott killing Kingsley, he caved in and brought him back then insisted it was always his plan.IIRC the Hobgoblin in Bendis' Secret War was always meant to be a new guy, he reacts to Spider-Man like they've never met.
