The School teacher got the 1 million score and was proud to give it to the official judges who said it "didn't count" because he didn't do it live. So he flew all the way to Florida and did the score again live while the judges were purposely doing everything to fuck with him.Then right after he got the score live Billy without even walking in mailed in a tape showing he got the score right before him. Unlike the teacher who needed to do it live all the judges instantly believed his sketchy tape. Without saying it directly the documentary implies he cheated.Regular Show did an episode with a parody of Billy implying he cheated in his scores so Billy sued Cartoon Network but lost the suit. Because of this Regular Show made fun of him by making him a re-occuring villain.Later people analyzed the tape Billy sent in and proved the tape was fake and he cheated. Billy then sued everyone who claimed he cheated and actually won some of the suits on technicalities (though he still did cheat) and because of this gloats as a victor on twitter dot com because he won some of his suits which he thinks proves he never cheated.

Since Billy has demonstrated the ability to hit 1mil live - many many years later and very inconsistently - he uses that technical phrasing as evidence people are defaming him by claiming he never got the score.
