You also can’t make stories where tons of civilians get murdered as a prologue or consequence of something on a regular basis.Basically you would need to scale them back but in a movie that’s already a default requirement. The only problem you have is figuring out what kind of story you could tell that’s natural and unique to them instead of JL and have it work as a movie where people don’t ask “well where’s Superman?”. Basically you might need to make them more covert
