there are two problems I have with your reasoning1. many species are shown to be fairly advanced, it's reasonable to assume that many of the planets viltrumites take over were functioning civilizations with reasonable measures against crime, hunger and what have you. the viltrum empire were wonderkins of physiology not necessarily tech. 2. viltrumites seemed completely willing to throw alien species into the furnace for the larger needs of the empire. if your planet was successfully neutral and free of conflict, the viltrumites may very well feed your people as fodder into various galactic wars or have some other reason to clear you out.
