The intention, I believe, is that that Rex genuinely wants to do good and put humanity on the best possible path, but the time spent in the other dimension coupled with his deeply analytical mind, has left him with the conclusion that doing what other perceive of as evil is the best way to achieve that. Lex Luthor kind of has to be a rich genius asshole with minimal real justification, whereas Rex does similar things because he's witnessed his own failure to be conventionally good and genuinely believes he needs to be a tyrant to make the world a better place.I'm not saying it was done well, I'm saying that's what I think the intention is.
