I think the movie leaves it very well implied that Farcquad DIDN'T dump them there or rather, didn't MEANT to and the fairy tail creatures only swarmed Shrek's swamp specifically because it's the only place across the land where the guards wouldn't dare go looking for them because they're scared of SHREK.

The big irony in the whole situation is that all Shrek had to do from the start was just cooperate with Farcquad and tell him the fairy tale creatures were there so Farcquad can just send his guards to take them. But Shrek didn't know that because he was mislead into thinking Farcquad INTENTIONALLY realocated them to his swamp by the fairy tale creatures making it a matter between HIM and FARCQUAD. Farcquad realized Shrek's misunderstanding at the end of his ramble but instead of clearing things up for him, he decided to use that as bargaining leverage against Shrek because he saw how better Shrek was than all of his men for the job of rescuing Fiona and took advantage of that fact.

In a different way of seeing things, Farcquad still doesn't look good in this situation and may as well be just as self-serving and manipulative as other characters so in this point, I disagree with the video.

I watched this video. I dont get the idea that the fairytale creatures are somehow a nuisance to his kingdom and that he was "merciful" to them. We see Farquad torturing the gingerbread man and this guy tried to just write that off for the sake of his argument. The kingdom he rules is nice on the surface but we don't see many people flocking to it when Shrek gets there. Dubloc is a hallow soulless place at its core. And I think the fairy tale creatures if they were allowed to live there would brighten up the place and bring in more people to it as attractions. You could say Farquad was shortsighted.

Dubloc being clean is one thing. But so is the massive castle in the middle of it. The guy in the video says he'd want to live there because of its security and peace. Neglecting the idea that to even get from one side of the city to the other would require a very long and tedious walk around the fuckhuge castle in the center of it. But that's just how Farquad operates. Every detail in the city is focused solely around him and his massive ego in every aspect. Not once do we even see farquad take advice or even wish to hear the opinion of others on actions he should or shouldnt take. Having a tournament to decide who will rescue the princess which is pretty much a suicide mission for example. Could've been entirely up to just asking for volunteers for the job. Maybe even a specially trained unit of elite Knights with the proper equipment to take on said dragon. Shrek inadvertently killing Farquad with Dragons help is the punchline to what would actually happen if you allowed any unloyal knight picked at random for the job. Realistically whoever did save the princess would just kill farquad and become king themselves.

Its awfully ironic for the video to also state how a buncha older 90s to 00s movies are filled with "propaganda" when the subject matters in question is about justification of a villans motives in the movie, gets followed up with various modern day political references to the president and the immigration crisis western countries are having. These issues weren't as big in those days so retroactively projecting messaging to those days is fucking stupid.
