Tom's anime inspirations are really obvious in hindsight, since the early chapters were very explicitly setting up Zimmy and Gamma as the rivals and counterparts to our main heroines.

I think it's pretty clearly intended to be a style though, his backgrounds were strong even at the beginning, it's just the people that look wonky but I find it charming. Back in the late 00s there was like an arms race for art quality in webcomics though so it was the first thing a lot of people attacked.
I always forget that Annie's a polyglot, it hasn't really been brought up in a long time.
