Short answer, Howard Mackie is a super quisling willing to do whatever editorial demanded let alone stomach dealing with Byrne raping the franchise like the chick in Irreversible, because Mackie felt guilty over not standing up for Byrne on WCA when DeFalco vetoed Age of Apocalypse: But With Kang, which was going to be how Byrne planned on ending his Scarlet Witch saga.

Long answer, Mackie found out he had potentially terminal cancer in the middle of 1998. DeFalco was supposed to stay around and tard wrangle Byrne but knowing Mackie would lose his health insurance if his book got axes (as Marvel only offered it to writers who wrote multiple books), offered to give up his spot to Mackie in exchange for Spider Girl being launched; a big thing as DeFalco fundamentally disagreed with what everything Byrne and Bob Harras wanted to do with Spiderman, hence why Spider Girl ignored Gathering of the Five and The Final Chapter and played out as a containment zone for DeFalco's plans for the franchise as far as what would happen if Byrne never happened.

Because of this, Mackie kept his insurance and was able to beat cancer. But at the cost of his reputation as his quisling nature made him a bitch boy to Byrne and Harras's bullshit
