It's fun enough but it's a bit too scattershot, going off on random tangents. The mayor and the girl's interactions were the best part of the film and it probably would have been a better film focusing more on them interacting than the council kings stuff.Still feels that Pixar are struggling writing a simple story, especially when they don't write hyper specific "personal" stories

It also feels somewhat derivative of Avatar, but since all of the Avatar movies have the same plot, they are similarly guilty of the same problem.
