Ratings boards refuse to rate unfinished cuts, they absolutely require a copy of the same final DCP that's going out to every theater to give the rating. If they rated based on rough cuts, they could change stuff inbetween the rough cut and the final movie that suddenly increases the ratings and then a bunch of people are on the hook for fines etc.

If Glitch is shitting themselves over Korea requestng the final DCP in advance to give the movie a rating, the MPA and the BBFC and many other countries are going to be requesting exactly the same thing, they only want to see the final DCP to give a rating.
