Gltich, the company behind it, is an actual company with teams of animators, writers, etc all working on it. As a single person, you could write a show, animate it all in blender, and do all of the voices. However, it will take a lot of time to build your skillbase up to where you can create anything that people might look at and each episode would take a lot longer time to make because you can only work so much.
