I have a theory, he says he can't remember playing with Rusty as a kid and yet his dreams imply he does think of Rusty as always having been there. I suspect that Jonas wasn't done with Malcolm after the Baboon CRISPR, I think Jonas kept using him as a guinea pig for what's safe to do with clones, in particular the synaptic imprinting. He may have attempted to imprint Rusty's memories onto him just to see if it's possible to do it with a clone that wasn't still a slug. We also see from the memory eraser that continuously trying to remove memories will cause some scrambled associations, as seen with Hank and Dean conflating the words for colors and weekdays, so Jonas might also have been trying to erase some memories to avoid suspicious of what he was doing but we see with Billy that memories really just get suppressed and that they can resurface.

So basically, the Monarch is screwed up because his childhood memories are a jumbled mess of what actually did happen to him, copies of Rusty's memories that contradict his own and gaps where memories have been pushed down into his subconscious by Jonas' experiments.

I think they aren't making any more of this, so that's not really a theory but a headcanon.

he must have been because he was in the OSI in 1986, for the 1986 Goodwill Games, as consistently mentioned in Assassinanny 911 and OSI Love You

true, in Arrears in Science, Brock claims he only joined up in 1987 *after* Movie Night, but just two episodes earlier in The Venture Brothers and the Curse of the Haunted Problem, he was directly accused by Jonas Venture (as a building) of killing, well, everybody, with the words "You killed us all!" and a pointed finger

there's no way Brock could not know the Goodwill Games he was at, because they only happened in Moscow once, in 1986 (the first Goodwill Games) and only happened every four years (Moscow, Seattle, St Petersburg - by 1994 there was no KGB for Siberian Husky to work for - New York and Brisbane)

why did he do it? who knows

why was he also assigned to Rusty at that time? operation Rusty's blanket

did he do it? Jonas Sr directly said he did and Jonas was pretty together intellectually even in the PROBLEM

why doesn't he remember? memory wipe

why does he think that he didn't sign up for OSI until a year after he must logically have been working for OSI? like a light Wednesday?
