Thomas Edison held patents on motion picture processing and projection equipment and would aggressively go after anyone creating films for licensing fees. Film makers headed out west to try to escape his tyrannical hold on the industry figuring that if his goons came knocking, they could flee to Mexico. LA also has nice weather pretty much year round which allowed people to work on outdoor sets pretty much 365 days a year. The heat is dry and predictable, the days are mostly cloudless, there's rarely any rain, almost never any snow, it's not an area that gets hurricanes. There were also a broad range of settings from mountains to desert to sea available. At this point, films aren't shot nearly as much in LA as they used to be (though they still are to some degree). The main issue is infrastructure. When people wonder why there aren't "Hollywoods" all over the US, they often think about directors and actors. However, what they don't think about is equipment, manufacturers, rental shops, repairmen, skilled crew, special camera rigs, etc. If you want to shoot somewhere that isn't LA, you need to think about trucking equipment there PLUS backups. When in a film making hub, you can emergency order gels or baffling or rent a special lens last minute. In order to have another Hollywood in bumfuck Mississippi, you'd need places that can provide all of that. So there's a chicken/egg thing going on - Film makers don't want to settle somewhere where there isn't infrastructure, but infrastructure won't develop somewhere if there isn't tons of business to be had.

Some work can be done from home, but a fair number of DoD computers are air gapped for a reason.
