This is a matter of opinion, but yes. El Dorado had a bunch of original Elton John-written songs which fit into and advanced the plot, so it's hard to argue it isn't.

What is more controversial is whether Shrek is a musical. It has pop songs in it but they mostly aren't part of the story and are just thematic. But they do take up a fair amount of runtime. Compared to a movie like Trolls which is explicitly a musical, despite all the songs being covers. Or maybe they aren't, I don't know I haven't seen it.
