The Mississippi Company had its base of operations set in New Orleans. Through it, the European population in America doubled thanks to a massive influx of French and Germanic settlers. Considering that the MC was a royally-decreed Ponzi scheme that was, in financial terms, early 1700s Twitter (never profitable, massively overvalued, purely a hype bubble), it collapsed and set the stage for the later Revolution. Also consider that France initially treated the MC like Australia.

Criminals were ALL over New Orleans, especially after the company went tits up. That a pirate captain felt comfortable there is less than surprising.

Can't get at my copy right now but I remember a story in C.B. Colby's Strangely Enough about a pirate whose ship got dumped in swamp by a hurricane or tidal wave and stuck there, roaming lost with no way out. Now people claim to see a ghostly pirate ship there. Of course, Colby seems to've appropriated of just plain made up a lot of stuff.
