Eventually somebody presumably realized that this character assassination was being taken too far, so it was retconned that Maximus had been brainwashing Pietro all along, and so he went back to his usual arrogant jerk but still a hero self. Other writers like Peter David and Kurt Busiek then did a lot to fix the character, he even had a solo book for a bit.But then House of M happened and we started the process all over again.

In the past 5 years, he appeared in his sister's book a few times, was a minor character in Uncanny Avengers, and got to be on an emergency Avengers team for like 2 issues. This despite the fact that Quicksilver is an iconic character most people like who has close ties to the Avengers, the X-Men, and the Inhumans, but for some reason nobody bothers using him.

His wedding to Crystal in the 1970s was at the time supposed to be the end of his story. So he was obviously ranked below other characters that had been around more recently, even if only a little. For comparison, Crystal was also retired from comics by her marriage to Pietro, she didn't even make it onto that list of characters.In the 70s and 80s as you say, Englehart just took a dislike to Quicksilver and escalated from him being a dick for drama to turning him into an insane villain, with X-Men editor Bob Harras being the one guy in 80s Marvel who liked Pietro enough to push back against it and commission a story to retcon it all away as Maximus' fault.>But then House of M happened and we started the process all over again.By this point it seemed to be that due to Claremont being allowed to turn Magneto 'good' again, Marvel decided to have both Wanda and Pietro go crazy in different ways in reaction, to maintain maximum drama, and it was awful for both of them. At least Quicksilver bounced back from that era relatively easily, but 2000s Marvel is prime evidence for tying the twins to Magneto being a massive mistake.

Even his 90s solo book was actually a stealth team book for the Knights of Wundagore.Like a lot of B- and C-tier Avengers, he's currently underused and neglected because modern Marvel usually only wants one Avengers book at a time, and on the rare occasions there's been a second book, the writer or editor didn't choose him for the lineup. Quicksilver's 2018 solo mini flopping is probably a factor in this. If there's nobody in the company championing him, and they've got a failed book to point to as evidence the fans don't care, things aren't likely to change.
