This cover is basically Ross doing his version of Perez's unused art for the 80s JLA/Avengers also as a tribute, of course he would paint Firestorm for this

No, he just didn't like the death of Iris West because he felt it made the DCU too dark. Firestorm came around at the same time Iris died and was on the league after she died so for Ross drawing him means drawing a version of the League that exists in a version of the DCU he doesn't like. It's highly autistic but it'd be like someone refusing to draw Sentry because his creation and time on the Avengers coincides with Disassembled and House of M and they fucking hate those stories.
