Reminder it is a comedy show where the lore is an afterthought in consistency.Main idea they get across for toons is you age if you are forgotten by the masses. While the Warners were locked away on and off for decades, they never really went away entirely like it was implied for Slappy. They were occasionally loaned out for content in that time since they could not keep them in the tower forever (Animaniacs is implied to be yet another one for them) and they chaotically ruin everything so much that much that they make headlines everytime they do something. That is along with the allure of being the forbidden toons. Hence they are never truly forgotten and did not age too much, much to the chagrin of WB who wanted them to die off.

The Warners get locked up and then the narrator says "As for the Warners themselves (who made even less sense), they were locked away in the studio Water Tower, also never to be released! Publicly, the studio has disavowed any knowledge of the Warners' existence to this very day... When the Warners escaped!" So it doesn't exactly sound like they were allowed out of the Tower every now and then. And this sequence was used in multiple episodes and included on various VHS releases, so it got seen A LOT.
