We see Marshall Lee get hit with it when he was a kid but then we see Fionna get hit with it as a teenager. So it sometimes seems like Fionna was normiefied longer than it makes sense. My besy guess is that time in Fionna world wasn't linear when it was magic. Either because it was stored in Ice King's fragmented mind or because Prismo didn't bother organizing his stories when he put them in Ice king, or maybe a combination of both. Either way every story that prismo wrote for Fionna and Cake was happening simultaneously in Ice King's mind so that's why when the normie wave hit it seemly hit at different times. It's also why Fionna world inhabitants still have residual memories of their lives in Ooo. Since there is no clean cut off point to when their magic lives ended and their normie lives began their minds had trouble adjusting to their new reality.
