Not every superhero-based adaptation needs to be superhero in genre. Because many superheroes blend their action with other genres. Superman has had plenty of romantic comedy interpretations, which fit with some of his (and Lois's) comics. Likewise Wonder Woman could fit a romance-focused action show. A show about family-derived, situational comedy could work with The Flash or Shazam. And of course many superhero characters fit well into horror stories.

But there should be precedent for it, not just something randomly done

If this is true, why DC failed to make popular stories with the other lanterns? And don't pretend that it was because they weren't given a chance. Kyle was given over 100 issues, Simon and Jess had a series with 9 volumes, John was given to one of his biggest fans and always pushed in JL and Guy also had many chances. And yet, this supposed "boring" and "generic" character is more popular and successful than they are. Why is that?

People only watched it for Batman and after it stopped airing it completely vanished from the public consciousness. It had virtually no cultural impact, especially when compared to its predecessor BTAS or its contemporaries like Teen Titans. It's actually interesting to see that and it truly proves that he isn't popular at all. John "fans" have nothing to complain about and they should by pleased by it and yet, the reactions have been overwhelmingly negative because people are unhappy with Hal's role.

Ryan Reynolds as Hal was amazing compared to this shit. Which sucks because that seems like some great casting. Though I don't think Reynolds was the big problem with his Hal. I think he got typecast and they tried to Van Wilder up the character. I have tons of issues with Reynolds, but I think he could have been decent given a better script. And a number of the production choices were idiotic.

It was a mistake in the long run because right afterwards, Kyle coped by leaving sunny West Hollywood, California, to New York City, which looks no different than Gotham City, and because they kept going back to his girlfriend over and over as if she wasn't a stain on the character as a result of her cheap death.
