See the thing with the Mandarin is that it's not a complete veto on his usageHe got a Marvel Legends figure recently albeit the one based on the Fraction run and the character still gets mentioned in the comics so they're not actively pretending he doesn't exist even though he's been dead since 2018 when he got Frank'd (and that was his return with no explanation after dying in Fraction's run years prior)I can't imagine him being in Rivals and as far as the comics go, even the raccoon that is Williamson who has repeatedly expressed interest in Iron Man's supporting cast and rogues gallery hasn't mentioned the Mandarin at all

Is not like he is an interesting villain.Is like Mr Freeze or Green Goblin than readers only like them for the vibes or non-comic stuff.I think Controller , Hammer or a resurrected Obadiah Stane would work better as Tony nemesis than Mandarin.
