Summer camps never went away. But the ones that still exist are either explicitly for rich kids or are run by church groups or scouting groups and they are either super cheapskate or have heavily compromised the very premise (like offer day camp options where kids only stay during the day and go home at night) to compensate for poor parents and those who don't want to be separated from their kids
