If it was just Clevland, Donna and Cleveland Jr. it could have had a different dynamic, ergo, new kinds of stories, jokes and structure.Imo since they didn't want to go with Quagmire they should have done Joe and focused on him being a cop. We could have seen a completely different side of Quoahog. Who does he work with? Who are the town's career criminals? What kind of bullshit does Mayor Adam West put them through? How is Joe as a father? Plus then they could have tied episodes of Family Guy together in fun ways, like do an episode where Peter's held hostage at a bank, one is about peter and then the other is about Joe.
