You COULD do something like GURPS but I wouldn't try it, GURPS is extremely crunchy and pretty complicated.With that in mind, Genesys is a good, generic system that allows for a lot of rolls that aren't necessarily combat related. Because it's generic, there's a lot of flexibility to making someone bigger or adding certain movesets, and making someone bigger or smaller isn't too difficult as it's just a matter or adding or taking away extra stats or dice from them, with various perks and abilities added on for flavor. There's also Savage Worlds which is similarly generic but more focused on combat and has slightly more crunch, not a ton, but enough that you're not forced to come up with customized effects or benefits if that kind of thing scares you (which Genesys will require more of, it's very much an on-the-spot "what do you want this action to do" sort of system).You can also try systems like Mouseguard, Bunnies and Burrows, Mausritter, Things That Go Squeak in the Night, Mice & Mystics, etc. However, I can't personally speak for any of them, that said I would imagine these would give you a good starting place for simply swapping out some big creature's statblocks for giants assuming the players are playing tiny folk.
