Some form of event, usually, that creates/exposes a major problem. Need to make people say "okay, at least for now". Without some ideal or problem to rally behind or against, social reform tends to wither and die. Then once the time of crisis is finished, people are simply so used to the new lifestyle that they don't want to change. They'll see how much better they have it. Especially with such a subject as touchy and sensitive as women's rights. It'll be hard to budge, but once the metaphorical ball gets rolling, people will realize nature won't let it stop. Now don't get me wrong, a social change of this scale can't happen overnight. That change would be a catalyst for female supremacists to gain the upper hand. But it must start strong and quickly gain momentum.

They're still tethered to their father, or husband, their work is still subservient to men and while they might make respectable money it's because kith patriarchs will pay a jealous ransom to have the services of a skilled female doctor / midwife, or the best courtesan in the territory.
