Depending on what the process is like, either drop more than you feel like they'd ask for the comic (on skeb) or tell them that you're willing to pay some extra (if you're communicating with the artist). Lay out everything you absolutely want to see and give them a solid framework so you still get the big beats you want the most, but tell them that they can adjust the flow and add in extra panels wherever they like while making sure the money matches the demand. Getting a good comic outcome is expensive but generally worth it in the end, if you find the right artist.In general, if the artist is skilled and doesn't need their hand held to achieve good compositions, it's honestly better not to be too detailed for comics specifically. The artist will tend to know how to set up panels in the right way to achieve the best result and being too overbearing will limit their adaptability.You're right on the reference front however, outside of the random artists who disregard all references given and go google 300px jpegs instead for some reason, the more reference material one has to turn to, the better. Giving short character descriptions and getting their head into the scene you want built helps a lot too. Rather than be overbearing on the specifics of every single panel, you want to make them able to naturally build the scene out in their head from the way you describe the characters, interactions, and motivations.

Usually, that price is what they want for one character and a basic background. If it's for a comic, it's generally what they expect for one page without too many bells and whistles. So for Artwork, x2 to x2.5 the base amount for two characters and a detailed background depending on prominence is what I tend to go by.Skeb has a built in function where the artist can ask you to re-send the same request but with more money on top, so if you somehow offer too little anyone that's reasonable will just use that and you'll get an email about it anyways.I will say that I do not recommend commissioning Japanese size artists for the most part, they are fickle as hell and very picky even if you pay more than you should.
