There have been people born with both penis and vagina (to varying extents) but as you say, not both functioning reproductive systems.
The only hermaphrodites that exist are other animals. Nudibranches for example hook up and both end up "pregnant" after mating.

Traps are male and see themselves as male but are so good at appearing feminine they "fool" people into thinking they are female. Usually 2D exclusive as a term.
Femboy is more of a left-wing American term at this point. It's more or less LGBTQ+ fetish terminology. It's not exclusive to 2D and refers to a feminine boy, expectantly.
Futa is a classic 2D fetish with a character that's supposed to be female (or at the very least not male) but has a penis regardless. They may be a girl that is a girl in all ways except for the penis or a "superior being" compared to other genders.
