This one in particular seems doable at home (A Facile Synthesis and Structural Verification of Etorphine and Dihydroetorphine from Codeine), reqqing common hardware and solvents producible from more common ones, or purchasable if not (cheaply at smaller scale (though deps on loc), which you would need to be working at anyway). Goes without saying but don’t lick your fingers during the synthesis etc; also consider whether you need a pachyderm tranquilizer when you might as well just take heroin.

Only Animal Control Services has got an access to it.

/diy/ organic chemistry is generally frowned upon. Legally, you have to make sure you're not doing anything that skirts regulatory issues. Morally, I wouldn't provide someone tools to make something that could hurt another person. In any case, massive conjugated ring structures like the one in your pic are a pain in the dick for organic synthesis and purification (at least from my time doing process chemistry). You're better off trying to find a plant, animal, or fungus that you can extract it from.
