in my country
there is no gas lines and plumbing is just an insurrance requirement meaning its free for everyone to do and its only valid for jobs traceable back 5 years. but it can backfire if you flood the apartment building and you did a scetchy job yesterday, then the insurrance will sue you, win and claim everything you own and ever will make until their claim is repaid.
much the same for electrics as well only only there its required to be registered to install it by law, they still sell to anyone and the 5 year law still apply. grid company however has the authority to demand inspections, they are rare and far between. build it to spec, claim is 5 years or older even if you did it yesterday and they can only point out not-to-code faults.
same for insurrance here, if your connection burn down the house you really want to hang it on some registered electrican not yourself.

UK is a little weird, the actual law as written is very simple: you must be competent.
If you are doing something in a house, a home, the you have to abide by local building control which varies between places and it prohibitively expensive for common man while contractors trained under certain schemes are able to self certify for no cost. Rules also vary for detached vs e.g. shared housing where you risk others by what you fuck up.
But if you want to do electrical work in commercial or industrial property? Fill your boots. Along as nobody is injured by your work you will never be held to account for anything you do.
And if you have no qualifications, and your work kills someone, as long as you an prove in court that what you did was (atleast as safe) and competent (as the wiring regulations (a private standards organisations publication)) they can't touch you.
Nobody cares about plumbing its hardy difficult.
People are understandably touchy about gas.

I have friends Aussie friends here in Scotland who have fucking loopy ideas that they have to abide by the latest new build regulations in 19th century properties and update everything. Even getting quotes for sprinkler systems to install on top of ornate plasterwork in a conservation area. They always go crackers when they see I've been working on fireplaces, plumbing or wiring without certifications, despite the fact I'm fixing all the problems certified tradespeople have made. In the disclosure when it ask about work and repairs, you just have to put unknown, or put it off on the previous owner as I did.

the previous owner of our old house we moved out of was an electrician and he enclosed the carport, and the back patio of the house. he did all the work himself. no idea if he got permits, and we didn't look in to it.

I just wrote that all the addons of the house were done by the previous owner and I had no idea if it was permitted. I built the patio I added on to the back of the house. I got no permits. none of the prospective buyers gave a shit about it when we sold it.

same with my mother in laws house. her house had all sorts of work done on it, when she died we just put in the disclosure "unknown" on everything. it was on the market and sold in 3 days.

when we bought our previous house they disclosed the work they did but I don't remember if there was anything about whether the work had been permitted.

when we bought this house it was through some company that wrote unknown on all the questions in the disclosure because they bought it from the previous owner when his wife died.

I didn't worry about any unlicensed work. I was more concerned with how little repairs the previous owners did.

permits are a joke. the only people who get them are contractors. no one enforces city ordinance unless they get a complaint.

I had to move a shed because a karen in my neighborhood reported me when I had it installed. it was small enough that a permit was not needed, but I had to move it as it was too close to the house and brick walls. the thing that pissed me of is there were 2 sheds that could be seen from my backyard that were also not in compliance and the city guy ignored them. I did an informal survey on google earth and by driving around and found that EVERY shed in a 2 block radius violated city ordinance.
