all the comercially available devices seem to have ultrasonic transducers and I had a handful of 40khz units and made them into an array and drive them with an arduino/L298N but havent tested it and dont know if it works.

Physical barriers are going to be the most effective but depending on where OP lives, might not be an option. It's common for front yard fences to be banned entirely and if not, be restricted to three or four feet of height (not a problem in this context since dogs usually don't piss and shit while hovering) and have setbacks from the street, especially for corner lots. These rules are less common and weakly enforced in bad neighborhoods, which it sounds like is what OP lives in.

The roadside dog memorial with wilted flowers, battery powered “candles”, and rain soaked picture lasted about a month. I saw both sides. She had complained to them about the dog being aggressive and off leash but the owners thought it was fine for the kid that was half the size of the dog to take it out for walks with a leash that was way too small to control the dog. I'd go for a remote control air horn hidden in the bushes.And then sit there and wait for the dog to show up.For me I actually need to track everything going on around my house so I have cameras everywhere that I run through machine vision.it would be simple to have it send me an alert when that neighbor comes outside with the dog. Then, I'd have a little bit of time to get the air horn controls ready.but it's better than watching out the window yourself all day
