I bought these components to try and fit them together to attach a light to a sign that comes on at dusk. I realize now that I can buy the whole thing already complete, but I do not want to waste these and I cannot return them.
Can they be made to work?
Or is it impossible.

This is the kind of answer I was looking for, thanks. I know little no nothing about electronic components, so I bought based on price and nothing more.
And a follow up question, is it even possible to introduce a light sensor into the solar panel/board/battery setup ?

You don't need the solar panel and diode if you plan on recharging it manually with a USB charger.

Also, if you forego the solar panel, wire the battery to the B+ and B- terminals, and the LEDs to the Out+ and Out- terminals.

Yes. When the solar panel is not lit, the battery discharges through the LEDs.
